Mark Northover is a lecturer in Educational Technology and is responsible for staff development at UNITEC Institute of Technology in Auckland, New Zealand. He first presented the concept of the Towards Competency manual at the CAUSE97 conference (Information Professions and the Information Professionals) in Orlando, Florida in December 1997. He presented another paper on the development of the online model at the UWStout conference, "Capitalising on Your Computer Investment", in Washington DC in February 1999.
