Kursat Cagiltay is a doctoral student in the departments of both Cognitive Science and Instructional Systems Technology at Indiana University. His research focuses on distance teaching and learning, visual design, electronic performance support system, and cultural aspects of technology. He holds a BS in mathematics and an MS in computer science from the Middle East Technical University, Ankara, Turkey. He has worked as a project manager to establish Turkish Internet and he is currently technical manager of Turkish Internet top level domain, .tr. He has developed a distance-learning environment for graduate students in Turkey.
