James I. Penrod is vice president for information systems & chief information officer (CIO) at The University of Memphis. This is the fourth institution where he has served as CIO, spanning a 35 year career in higher education. He was one of the first dozen individuals to be named as a CIO in higher education. He is also a tenured graduate professor of leadership in higher and adult education at the University of Memphis College of Education.

Penrod has consulted for some 30 colleges and universities, speaks often at national and regional meetings, and has more than 50 publications related to strategic planning for information technology, organizational change, and related issues. He is a former board member of CAUSE and EDUCOM, and currently serves on the EDUCAUSE Nomination and Election Committee; he has also recently been named an EDUCAUSE Center for Applied Research Senior Fellow. Penrod received his doctorate in institutional management from Pepperdine University, a masters in biostatistics from Tulane University, and a bachelors from Harding University in mathematics.
