Barbara Horgan

Barbara H. Horgan was director of Information Technology at the University of Washington at Tacoma and a faculty member at the University of Phoenix (Washington campus), where she taught courses in information technology (IT) to business students. She also consulted on IT issues, particularly strategic planning, for higher education.

Previously Horgan served as chief information officer for two independent institutions. As CIO she was responsible for all aspects of information technology on campus, including instructional technology, administrative applications, research computing, user services, voice/data/video networking, and instructional media services. She had more than 19 years of experience in IT management, including work with health care organizations, state government, and—for the last 10 years—higher education.

Horgan was elected to the CAUSE Board of Directors for 1998-2000 and filled a one-year vacancy on the CAUSE Board of Directors in 1994-95. She has served on the CAUSE Membership and Professional Development committees. In addition, Horgan moderated the CAUSE CIO listserv and convened the annual CIO Constituent Group meeting for the past four years. Her other Board and committee memberships included a term on the EDUCOM Board of Trustees (1996-99) and service on the EDUCOM '95 and 1995 Seminars in Academic Computing program committees. She was on the Board of the Northwest Academic Computing Consortium for four years and a member of the Technical Working Group for the K-20 Educational Telecommunications Network for the state of Washington. She was appointed as a Microsoft Scholar for 1996-97 and 1997-98.

Horgan's experience also included college teaching and working in an academic library. She taught English, management information systems, and information technology for school administrators. Horgan published articles in CAUSE/EFFECT and Advances in Library Organization and Administration. She presented frequently at conferences, most recently at EDUCAUSE '99 on the topics of IT outsourcing and changing IT management jobs. Horgan held advanced degrees in English and public administration.
